2025 AI for Science Strategy

This strategy has 2 objectives.

  • To develop frontier capability in AI-driven science. – The companies and researchers developing general-purpose AI science tools and building autonomous lab infrastructure are transforming the process of discovery. It is a crucial strategic area to build UK capacity.
  • To ensure the UK retains its position of global scientific leadership. The integration of AI into science is going to reshape the national and global research landscape. We must adapt to this transformation of science to create growth and capture the benefits for public good.

2025 Technology Adoption Review

Review by the Government Chief Scientific Adviser and the National Technology Adviser to explore the barriers to adoption of transformative technologies. The Technology Adoption Review (“the Review”) explores the barriers hindering the adoption of transformative digital technologies in the private sector.

AI skills for the UK workforce

This report analyses AI upskilling needs, barriers and opportunities across 10 growth sectors, and introduces tools to support employers and training providers.

2024 Governance of Artificial Intelligence Report

This Report examines domestic and international developments in the governance and
regulation of AI since the publication of the interim Report. It also revisits the Twelve
Challenges of AI Governance we identified in our interim Report and suggests how they
might be addressed by policymakers. The conclusions and recommendations apply to
whoever is in Government after the General Election.

2024 AI Foundation Models Technical Update Report

The CMA launched its AI Foundation Models: initial review in May 2023. We published our initial report in September 2023, in which we proposed principles to guide the development and deployment of FMs to positive outcomes for competition and consumer protection.

Following extensive engagement and our ongoing monitoring of market developments, this update paper:

  • provides an overview and discussion of key changes in the FM sector since the publication of our initial report
  • confirms final principles for guiding the market to positive outcomes for competition and consumer protection
  • sets out risks to competition and consumer protection, including three key risks to fair, open and effective competition that we see arising from current and potential developments in the FM sector, assessing how they would be mitigated by the CMA’s principles and identifying the actions we are taking now, and are considering taking in the near future to seek to address these risks
  • outlines the next steps for the CMA’s AI FM programme of work

In addition to the above, the technical update report also includes more detail on market developments and feedback received from stakeholders as part of this phase of our work.

2025 International AI Safety Report

A report on the state of advanced AI capabilities and risks – written by 100 AI experts including representatives nominated by 33 countries and intergovernmental organisations.

The International AI Safety Report is the world’s first comprehensive synthesis of current literature of the risks and capabilities of advanced AI systems. Chaired by Turing-award winning computer scientist, Yoshua Bengio, it is the culmination of work by 100 AI experts to advance a shared international understanding of the risks of advanced Artificial Intelligence (AI).

The Chair is supported by an international Expert Advisory Panel made up of representatives from 30 countries, the United Nations (UN), European Union (EU), and Organization for Economic Cooperation and Development (OECD).

The report does not make policy recommendations. Instead it summarises the scientific evidence on the safety of general-purpose AI to help create a shared international understanding of risks from advanced AI and how they can be mitigated. General-purpose AI – or AI that can perform a wide variety of tasks – is a type of AI that has advanced rapidly in recent years and is widely used by technology companies for a range of consumer and business purposes.

The report is concerned with AI risks and AI safety and focuses on identifying these risks and evaluating methods for mitigating them. It summarises the scientific evidence on 3 core questions – What can general-purpose AI do? What are risks associated with general-purpose AI? and What mitigation techniques are there against these risks? and aims to:

  • provide scientific information that will support informed policymaking – it does not recommend specific policies
  • facilitate constructive and evidence-based discussion about the uncertainty of general-purpose AI and its outcomes
  • contribute to an internationally shared scientific understanding of advanced AI safety

The report was written by a diverse group of academics, guided by world-leading experts in AI. There was no industry or government influence over the content. The secretariat organised a thorough review, which included valuable input from global civil society and industry leaders. The Chair and writers considered all feedback and included it where needed.

The report will be presented at the AI Action Summit in Paris in February 2025. An interim version of this report was published in May 2024 and presented at the AI Seoul Summit.

2025 AI Opportunities Action Plan

2024 State of Edge AI Report
